Q: The Governor only grants pardons in "extraordinary cases".  What does that mean?
 
There is no set definition of what "extraordinary" means in this context.  The dictionary definition would apply, here but it sometimes goes beyond that to include other factors.  What constitutes extraordinary is very fact specific; however it is something more than doing what is expected.  i.e. being a model inmate while incarcerated is not extraordinary.  Getting a GED in and of itself may not be extraordinary, but if the individual came from an abusive, drug dealing, gang related past--that might be.
