Q: What is the effect of a pardon?
 
A pardon does not erase a conviction but merely excuses the punishment imposed by the sentencing court.  The vacation of a criminal record must be obtained pursuant to RCW 9.94A.640.  The procedure spelled out under that law requires application to the Superior Court that entered the conviction.
 
However, a pardon by the Governor under immigration law removes the basis of the deportation.
